 きょう22日(月)は首都圏の市街地でも雪が積もり、大雪となる恐れがあります。交通網に大混乱が生じる可能性があるため、早めの帰宅をお願いします。

 ◆帰宅時間に交通機関に影響大◆
 降雪量をもとにした影響予測を表にしました。

 首都圏では22日(月)夕方から本格的な積雪となる予想で、鉄道では着雪による倒木やポイントの故障、除雪などにより、列車の遅延や一部運休、運転見合わせの可能性があります。
 道路も夕方以降は雪が積もりはじめ、スリップによる事故や除雪などにより、速度規制や通行止めの可能性があります。

 大勢の帰宅困難者が出てしまう可能性もあります。代替交通手段の確保だけでなく、午後の予定の変更や早めの帰宅を強く推奨します。

 ◆ノーマルタイヤでの走行は厳禁◆
 雪道に慣れていない方は車の運転を控えてください。雪道に慣れている方でも、運転をされる場合は必ず冬用タイヤやチェーンを装着するようにしてください。また、装備を整えたからと過信せず、速度を落として車間距離をとり、急な操作をしないようにしてください。

米政府機関閉鎖 前回は経済損失2.6兆円の試算…トランプ政権1周年に“泥” 長期化なら影響深刻

 【ワシントン=塩原永久】米政府予算が失効した20日、政府機関が一部閉鎖に陥る状態が約4年ぶりに発生した。同日に発足1周年を迎えたトランプ政権に泥を塗った格好だ。つなぎ予算案の成立に失敗したのは、不法移民対策で対立する与野党が最後まで折り合えなかったためだが、双方の溝は一段と深まっている。問題が長期化すれば、国民生活や経済に深刻な影響を及ぼす恐れがある。

 政府閉鎖はこれまで18回発生。前回の2013年10月は16日間に渡り、80万人超の政府職員が一時帰休した。ただ、今回が「史上初めて」(米メディア)なのは、与党が上下両院で多数派を握る中で起きた点だ。過去の例では両院のいずれかで与党が過半数割れだった。それだけに政権・与党にとって手痛い失点だ。

 予算切れを招いた最大の要因は、不法移民対策での与野党の対立にある。共和党はメキシコ国境の壁の建設費用を予算計上するよう要求。民主党は予算案への賛成の条件として、子供のころ親に連れられて不法入国した若者の在留を認める制度の継続を求めていた。

 与野党双方が軟化する局面もあったが、トランプ大統領がアフリカ諸国などを誹謗したとする問題もあって対立が先鋭化した。20日も暫定予算案の成立に向けた協議は難航。予算協議に移民政策を関連づける民主党の手法に反発する共和党では「米国人が無責任な政治ゲームの犠牲になった」(マコネル上院院内総務)と歩み寄りの空気はない。

 政府閉鎖の初日となった20日は土曜で、国民の生活基盤にかかわる行政分野に深刻な影響は出ていない。ただ、前回13年には約240億ドル(約2兆6千億円)の経済損失が出たとの試算もある。問題の長期化は行政の停滞だけではなく、好調な景気の腰折れを招く要因にもなりかねない。

西原博史早大教授、中央道ではねられ死亡 事故で車外に

 22日午前0時10分ごろ、東京都三鷹市新川4丁目の中央道上り線で、早稲田大学社会科学総合学術院教授の西原博史さん(59)=中野区鷺宮6丁目=がトラックにはねられた。西原さんは全身を強く打ち、搬送先の病院で死亡した。西原さんは単独事故を起こした後、車外に出て走行車線上ではねられたという。

 警視庁はトラックを運転していた運送会社員の高原充宏容疑者(50)=八王子市滝山町1丁目=を自動車運転死傷処罰法違反(過失運転致傷)の疑いで現行犯逮捕し、容疑を同致死に切り替えて調べている。「停止している車に気を取られた」と述べているという。

 高速隊によると、現場は片側2車線。西原さんは約10分前、乗用車で中央分離帯に衝突する単独事故を起こし、追い越し車線に停止。事故を通報した後続車の男性とともに中央分離帯に避難していたが、何らかの理由で走行車線まで出たという。

 西原さんは憲法学が専門で、思想・良心の自由に関する論考を多数発表。教育現場での「君が代」斉唱問題などについても積極的に発言してきた。著書に「良心の自由と子どもたち」など。父親は刑法学者の西原春夫・元早大総長。

トラブル多発 コインパーキングの落とし穴 数千円で済むはずが数万円の請求…

 「24時間最大○○円」などと書かれたコインパーキングの料金表示をめぐり、トラブルが多発している。目立つのは24時間経過後は通常料金になるのにその表示がなかったり、不明瞭だったりして、高額の支払いを求められるケースだ。中には、数千円と予想していたのに数万円を請求された-といった苦情も。トラブルを避けるため、どんな点に注意すればいいのか。(社会部 三宅陽子)

 ■高額請求の“からくり”

 「最大24時間2000円」。そう表示されたコインパーキングを見つけ、車をとめることにした。最大料金は繰り返し適用されると思い、3日間利用したら、請求されたのは想定していた金額(6000円)を大幅に上回る数万円。「24時間経過後は通常料金が加算される」との表示はなく、困惑している…。

 全国の消費生活センターには最近、こうしたコインパーキングの最大料金に関する苦情や相談が相次いでいる。平成28年度の相談件数は、確認できたもので151件に上った。

 消費者庁によると、多いのは「24時間最大○○円」などと書かれた表示に関する相談だ。コインパーキングの中には、最大料金の適用が「1度限りなのか」「24時間以降も繰り返されるのか」を表示していないケースもあり、消費者が知らないまま長期間利用して高額請求を受けるトラブルが目立つ。

 最大料金の適用が1度限りの場合、一般的に24時間経過後は通常料金での加算が始まることになる。

 例えば、「24時間最大3500円」「8~22時は30分ごとに500円/22~8時は60分ごとに200円」とだけ書かれた看板があるとしよう。最大料金は繰り返し適用されるものと考えた利用者が、月曜の午前8時に入庫し、水曜の午前8時に出庫したとすると、「計48時間だから7000円」と思っていた支払いは、1万9500円になる計算だ。

 24時間以降の加算額が大きければ、支払額はさらに膨らむことになる。

 ■最大料金表示は大文字なのに注意書きは小文字…

 最大料金の適用条件が書かれていても、小さな文字だったり、看板の隅に書かれていたりするなど分かりにくい表示も少なくない。表示を見落とすと、やはり高額請求の憂き目にあうことになる。

 消費生活センターに寄せられた実際の相談では、「1日最大500円」と大きく表示され、「最大料金は当日限り」と小さく書かれた注意書きを見落とした消費者が5日利用したところ、想定額(2500円)を大幅に超える2万円以上を請求された。

 別の消費者は「最大料金は24時間まで」とする小文字の利用規約に気づかず、「1日最大料金 平日3700円・日祝1800円」のコインパーキングを3日利用。1万円程度で済むと思っていたのに、4万6100円を請求されたという。

 年末年始やイベント開催時などは最大料金の適用を行わないなど特別料金を設定しているコインパーキングもあるとされる。ただ、貼り紙などで小さく表示しているだけといったケースもあるといい、気が抜けない。

 ■「24時」を24時間と勘違い

 一方、間違いやすい表示もある。

 例えば、「当日最大料金○○円」の表示とともに、当日を「入庫から24時まで」と明記してある看板だ。日付の変わる午前零時からは通常料金となるが、利用者の中には「24時まで」を「入庫から24時間以内」と勘違いし、トラブルになるケースもみられる。

 また「デイタイム最大料金」「ナイトタイム最大料金」などと大きく表示されている看板の場合、最大料金が設定されていない曜日や時間帯があることがあり、それを利用者が見落とすケースもあるという。

 消費者庁は「コインパーキング利用に当たっては表示をよく読むことが何より重要」と強調。「分かりにくい場合は業者に問い合わせるほか、最大料金については『繰り返し適用されるのか』『1度限りなのか』などを確認してから利用することを心がけてもらいたい」と注意を呼びかけている。

Americans awoke Saturday to learn that bickering politicians in Washington had failed to keep their government in business, halting all but the most essential operations and marring the anniversary of President Trump’s inauguration.

It was a striking display of Washington dysfunction, and the finger-pointing came quickly. Trump tweeted that Democrats “wanted to give me a nice present” to mark the start of his second year in office.

The Republican-controlled Congress scheduled an unusual weekend session to begin considering a three-week version of a short-term spending measure and to broadcast to the people they serve that they were at work as the closure commenced. It seemed likely that each side would push for votes aimed at making the other party look culpable for shuttering federal agencies.

The fourth government shutdown in a quarter century began at the stroke of midnight Friday, last-gasp negotiations crumbling when Senate Democrats blocked a four-week budget extension. Behind the scenes, however, leading Republicans and Democrats were trying to work out a compromise to avert a lengthy shutdown. (AP)

A car plowed into a crowd on Rio de Janeiro’s tourist-packed Copacabana seaside promenade on Thursday, killing a baby and injuring more than a dozen people, authorities said, with the driver telling investigators he suffered a seizure.

The black car, its windshield shattered and the front caved in, came to rest on the beach where some of the injured were frantically being treated.

The Rio de Janeiro health secretariat told AFP that a nine-month-old baby girl was killed and 17 people injured in the crash.

The driver “lost control of his vehicle, which went up on the sidewalk of the promenade” and was taken for questioning, police said.

“The driver explained at the police station that he had an epileptic seizure, and anti-epileptic drugs were found in his vehicle,” a military police colonel told AFP.

The early-evening incident happened while many people including tourists were enjoying the long promenade during the summer holidays. (AFP)

Eric Trump went on Fox News on Saturday night to declare the government shutdown “a good thing for us” — apparently because he believes it makes the Democrats look bad.

The stunning statement came in a brief telephone interview with Fox News host Jeanine Pirro. Eric was in Mar-a-Lago filling in for his dad at $100,000-a-head festivities to celebrate the president’s first year in office. Donald Trump stayed behind in Washington after talks broke down among senators Friday night over a short-term funding agreement to keep the government operating. 

Democrats were seeking a deal to protect undocumented DACA immigrants who were brought to the United States as children. Trump was seeking full funding for a wall on the Mexican border and an increased military budget. Senate Minority Leader Chuck Schumer (D-N.Y.) complained Saturday that dealing with Trump was like “negotiating with Jello.”

“Honestly, I think it’s a good thing for us, Judge, because people see through it,” Trump’s second son told Pirro. He claimed Democrats refused to reach an agreement simply to sabotage his father.

“The only reason [Democrats] want to shut down government is to distract and to stop his momentum,” Eric Trump said. “My father has had incredible momentum. He’s gotten more done in one year than arguably any president in history. How do [Democrats] divert from that message? ... They obstruct, they distract, they try to place blame.”

He called his father the “hardest working person I’ve ever met in my life. He has the Democrats absolutely terrified.”

The president plugged his son’s appearance on Fox News in a tweet, then retweeted quotes by Eric praising the president. Trump did not tweet the comment about a government shutdown being “good for us.”

The quote joins a list of startling remarks by Eric Trump. Just days ago he defended his father against charges of racism, telling “Fox & Friends” that his dad couldn’t possibly be racist because he only “sees one color: green.” 

Republicans have tried to place the blame for a shutdown on the Democrats,  calling it a “Schumer shutdown.”

But a Washington Post/ABC News poll released Friday revealed most Americans, by a 20-point margin, would hold the president and Republicans responsible for a shutdown.

And in the Twitter world, as of Saturday afternoon, the hashtag #TrumpShutdown had been tweeted more than 2.6 million times, compared to just under 1.2 million tweets of #SchumerShutdown, ABC News reported. Worldwide, #TrumpShutdown was also the top trending hashtag.

MELBOURNE (Reuters) - After the commotion that accompanied her run to a first grand slam final in New York last year, American Madison Keys has been more than happy to fly beneath the radar in Melbourne.

That was the case again on Saturday as the 20th seed beat 104th-ranked Romanian Ana Bogdan 6-3 6-4 to progress smoothly through to the fourth round without dropping a set.

"I am always happy if I'm not the drama, and I feel like the U.S. Open I was the drama every night match that I played," the 22-year-old, who was beaten at Flushing Meadows by compatriot Sloane Stephens, told reporters.

"It's a good position for me to be in and I'm enjoying it."

The stakes will be raised now she has reached the business end of the tournament, with a first-ever meeting against French eighth seed Caroline Garcia looming on the horizon.

However, after three straightforward wins, Keys is fresh and reaping the rewards of a decision to end her 2017 campaign in September to avoid aggravating a left wrist that required surgery at the end of the previous season.

"I finished the U.S. Open and I was exhausted," she said. "As amazing as that run was, the combination of being exhausted from that and having a wrist that still wasn't 100 percent, I just needed to kind of shut it down, calm down.

"Then I was really excited to start the new season."

With seeds scattered to the wind in the first week, 2015 semi-finalist Keys has looked serene so far and once she broke Bogdan in the eighth game, she always looked the likely winner.

After breaking early in the second, she was in total command and her only moment of anxiety came when serving for the match at 5-4 as some errors offered up three breaks points.

Keys fended off the danger, though, and completed victory with a punishing forehand that landed right on to the baseline after 73 minutes.

Garcia was one of the most improved players on the women's circuit in 2017 and the Frenchwoman recovered after a mid-match slump to beat Belarusian Aliaksandra Sasnovich 6-3 5-7 6-2.

England superstar Ben Stokes and star India opener Shikhar Dhawan will be amongst the 16 marquee players up for grabs during the the upcoming IPL Players' Auction, which is set to take place in Bengaluru on January 27 and 28.

New Delhi: England superstars Ben Stokes and Joe Root will be amongst the 16 marquee players up for grabs during the the upcoming IPL Players' Auction, which is set to take place in Bengaluru on January 27 and 28. Current Indian superstars like R Ashwin, Gautam Gambhir, Shikhar Dhawan, Ajinkya Rahane have also opted for the highest base price in the auction.

The IPL 2018 Player Auction list sees 16 marquee players from India and overseas, headlining the big pool of 578 players, that will go under the hammer. With 18 players retained, 182 slots are up for grabs.

With INR 2 crore as the highest reserve price, 36 players, including 13 Indians, have opted for the top bracket. Marquee Players R Ashwin, Gautam Gambhir, Shikhar Dhawan, Ajinkya Rahane, Harbhajan Singh, Yuvraj Singh, Christopher Gayle, Ben Stokes, Kane Williamson, Glenn Maxwell, Joe Root, Mitchell Starc, Faf du Plessis, Dwayne Bravo, Kieron Pollard and Shakib Hasan – each priced at INR 2 crore – will set the tone as an intense battle is set to follow.

Murali Vijay, Lokesh Rahul, Kedar Jadhav, Dinesh Karthik, Robin Uthappa, Yuzvendra Chahal and Karn Sharma have also set their base price at INR 2 crore and will hope to attract high bids as the eight franchises look to build their teams for the upcoming seasons.

A total of 62 capped Indians and 298 uncapped Indian cricketers will vie for the available slots with 182 capped overseas cricketers, 34 uncapped overseas players and 2 cricketers from Associate Nations.

"A lot of strategizing and number-crunching is involved before a cricketer is picked at the IPL Player Auction. The dynamic nature of the auction makes it unpredictable and exciting," IPL Chairman Rajiv Shukla said in a release.

"The eight franchises have given us an indication of what their core would be with their Player Retentions and IPL 2018 Player Auction will be an important step towards the creation of a successful team. The marquee list is full of star players, but I am also looking forward to the uncapped Indian players who have proved their mettle in the earlier editions of the IPL and are sure to attract high bids," he added.

Quitting Alcohol Isn't Hard at All - If You Follow This Method

Here's the thing: quitting alcohol is not hard. Unless you're dealing with a serious illness (read: alcoholism), it's actually very, very easy. If you say it's hard, you're in for a reality check, sister. You're not giving up food, you're not short on medication, you're not fighting an illness . . . you're just not drinking. I say this from experience, because it was one of the easiest things I've ever done.

It probably doesn't come as much of a surprise to you that I'm a fitness editor, and I don't really drink. I didn't have any alcohol during Lent (about six weeks), I can't remember the last time I was drunk, and I have no idea where the local bar is in my neighbourhood. Do I abstain from alcohol completely? Nah! I've come to learn recently that Pinot Noir is pretty nice, I make a boozy Disaronno and Bailey's cocoa around Christmastime, and when I'm on holiday in Maui I'll definitely have a piña colada (though honestly I still prefer the virgin variety). And yeah, if I'm going away on a girls' trip for a weekend, I'll definitely have some Rosé or fruity cocktails and let loose. Booze is just not part of my regular routine anymore, and I'm better for it.

What might surprise you, however, is that this lifestyle is starkly different from what my life was about two years ago. VERY stark. Let's rewind a little.

I used to drink. A lot.

My first drink of alcohol was at the age of 15 (I'm so sorry, Mum and Dad, I know you're reading this). I'd consider my high school self to be pretty straight-laced and goodie-two-shoes (I somehow never got into trouble), but I also went to parties, played beer pong, took shots, and made questionable decisions. But I came out OK! My grades were great, and that landed me at a pretty awesome college . . . that was also a trainwreck of debauchery bit of a party school.

"Quitting alcohol was one of the most natural things I've ever done, and my quality of life hasn't suffered at all."

Things went to the next level once I was in Uni, and especially after I joined a sorority. I fortunately have no real horror stories, but the drinking continued and was frequent. I somehow had the metabolism of a hummingbird, so the five-to-seven-nights-a-week drinking schedule coupled with drunken Domino's and Del Taco excursions and a complete and total lack of exercise (I had never heard the term "burpee" in my life) didn't really affect my body. I had a blast. Despite pouring liquid poison into my veins en masse every night and doing the literal opposite of what you're supposed to do for health and wellness, I was thriving.

I entered the real world, and worked for a company that perhaps had a little too much fun, and dated someone who perhaps enjoyed bottomless mimosas more than most people . . . so although I wasn't necessarily as wild as I was in college, the drinking continued to be constant. Margaritas flowed every Taco Tuesday, cocktails were knocked back every Friday night, bottomless mimosas and Bloody Marys were toasted at every brunch . . . if we were out, and the day of the week ended in a "Y," we were ordering drinks. At a concert? Probably tipsy. Going to the park? Sneaking beers. If we were at someone's house, we were buzzed. It was my normal.

Now I don't. Mostly.

When I left my job and that relationship ended, I was in a weird (read: bad) place. And for whatever reason, my first plan of action - instinctively - was to quit all booze. Cold turkey. I figured since it was a depressant, it would only make me more depressed. This decision was made about two years ago, and I haven't looked back.

Justice J Chelameswar of the Supreme Court today asked the youth to value the biggest public policy document — the Constitution of India — which was prepared by people who made great sacrifices for the country as freedom fighters.

“The greatest public policy is the Indian constitution itself and the centre which created it is the Constituent Assembly,” Justice Chelameswar said.

He said the wide range of knowledge of each member of the constituent assembly and the great experience which the members of the constituent assembly had, enriched the constitutional document while creating a structure, giving clear guidelines as to how the country's political future of the country should be.

Each set of words in the documents reflect their experience and knowledge, he said.

Justice Chelameswar was one of the four Supreme Court judges who recently virtually revolted against the Chief Justice, raising a litany of problems, including assigning cases in the top court. He was addressing a gathering at the inauguration of a department in an educational institution here.

Justice Chelameswar said he knew that the constitution was amended from time to time depending upon the demands of the time. “But so long as we are governed by the constitution, our policymaking should be subject to the broader constituents governing us,” he said.

Calling Justice Chelameswar as the 'Sanyasi' in the court, former Chief Justice of India Justice M N Venkatachalaiah said “justice, truth and courage are the companions of his soul. It is impossible to assess the dimensions of his personality”.

張本智和、歴史的勝利の瞬間は「チョレイ」の雄たけびなし 一直線に駆け寄り父と抱擁

 「卓球・全日本選手権」(21日、東京体育館)

 男子シングルス決勝が行われ、ジュニア王者の中学2年、張本智和(14)=エリートアカデミー=が、9度の優勝を誇る水谷隼(28)=木下グループ=を4-2(11-9、11-5、8-11、11-2、6-11、11-5)で撃破し、史上最年少優勝を果たした。女子の平野美宇の16歳9カ月が従来の最年少優勝記録で、男子では水谷隼の17歳7カ月が最年少だった。

 絶対王者を破り、歴史を塗り替えた14歳は、おなじみとなった「チョレイ」の雄たけびを上げることなく、一直線に父・宇さんの元に駆け寄って抱擁。その後、人さし指を突き上げてガッツポーズした。

 張本は昨年6月に世界選手権2回戦で水谷と初対戦し、4-1で大金星を挙げている。決勝に向けて「前回は攻めて勝てたので、今回も攻めたい。世界選手権の時は勝てる可能性は5%くらいだと思っていたが、今回は50%50%だと思う。一度勝っているけど、挑戦者として戦う」と意気込んでいた。「決勝は失うものはないので思いきりできた。今までの卓球人生で一番か二番にいいプレーでした」と攻めの姿勢を崩さず、歴史の扉を開いた。

発達障害を食事やミネラルで改善しましょうというお話には気をつけて

先日、食事にミネラルを取り入れることで、発達障害やアレルギーの改善に取り組んだでいる団体の講演を紹介した新聞記事を見かけました。

 2018年にもなってこのような取り組みがマスメディアで好意的に採り上げられるというのは本当に哀しく、悔しい気持ちでいっぱいであり、今回の記事を書きます。

■発達障害の治療は確立されていない

 自閉症などの発達障害は現在のところ治療法は確立されておりません。早期に心理・社会的な介入(環境の改善や行動療法など)を行うことで、本人が混乱せずに過ごすことや社会との良好なかかわりが持てるようにし、自尊心を持ち落ち着いて暮らせることで周辺症状を予防することが今のところ妥当性の高い対処法と考えられております。

 「○○の使用で病態改善の兆し、自閉症の治療に光明」というようなニュースがたまに話題になりますが、実際の治療に用いられる段階にあるものはなく、それによる治療も専門家は勧めておりません。

 

 また、アレルギーについても、特定のミネラルを摂ったからといって改善するものではなく、アレルゲンを特定し、除去食など症状を起こさない食事を続け、成長にともない改善を期待する、というのが基本的な対応となっています。

 先進の医療でもこの状況であり、食事による発達障害の改善は期待できません。妥当性の高い研究(エビデンスレベルの高い論文)でもそのような効果は報告されていません。

■自閉症と代替療法

 私の長男は現在広汎性発達障害と診断されており、発達障害を疑った10年ほど前に病気の治療について色々と調べたものでした。大学の講義で病気についての知識が先にあったことが幸いしましたが、そうでもなければ、自閉症が治ると謳っている、根拠のない療育に余計な時間を費やしていたかもしれません。それぐらい、病気をなんとか治したいと期待する親御さんを取り込もうとしている、代替療法が検索すると沢山ヒットしました。

 子どもの発達障害は妊娠中の親の食事が問題であるというものや、子どもに砂糖や化学調味料、肉を与えると精神的におかしくなり、発達障害の原因になる。だから、玄米菜食を与えるとよい。特定のミネラルで水銀をデトックス、というものは実際に行っている人とも接したことがあります。

 ただでさえ負担の大きい親御さんが、根拠のない食事療法などに余計な時間をとられてはならない、そんな気持ちでネット上に情報発信をするようになり、同じように活動している諸先輩方の労により、昔よりも理解が広まってきたのかな、と思っていたところ、新聞にそのような記事が載るのをみて、本当に哀しく思いました。

 

■発達障害と食事

 発達障害と食事については、こうした誤った話が広まらないためにも、私達専門家は、キチンと論点を整理した情報発信をすることが必要だと思います。

 食事には発達障害を治す力はありませんが、生活を豊かにし、体の健康を向上させる素晴らしい働きをもっています。例えば、自閉症を持つ子どもでは、嫌いな食材が多かったり、特定の調理法ばかりを好んだりと偏食となる傾向があり、そのため栄養素の欠乏症も心配されます。また、十分な栄養を摂れなかったり、栄養過多により病気が起こりやすくなる心配もあります。どのような栄養が不足しやすいのか、栄養摂取状況を把握し、本人の特性に合わせ料理や食材を組み合わせることで予防(二次障害の予防も)が期待できます。

 

■終わりに

 発達障害を持つ子にとって、食事は本当に大切です。しかし、それは治療のためではありません。

 ワクチンで自閉症という捏造論文により、ワクチン接種率が下がったという生命にも関わる問題が過去には起こったことがありますが、これが広まったことにもマスメディアが関係していました。子どもの健康に関わるような重大な問題について記事については、しっかりと調査し、掲載について慎重になってもらいたいと思います。どうぞよろしくお願いします。

<米国>反トランプ政権「女性の行進」 2都市で97万人

 【ロサンゼルス長野宏美、ニューヨーク國枝すみれ】トランプ米大統領の就任1周年となった20日、米国各地でトランプ政権への反対を表明する「女性の行進」が行われた。就任に抗議し史上最大の約500万人が行進したとされる昨年1月の記録には届かないが、反セクハラ運動「MeToo(私も)」などが後押しし、ロサンゼルス、ニューヨークの2都市だけで推計97万人が参加する大規模なデモとなった。

 ロサンゼルスでは、ハリウッド女優らが登場し、セクハラ撲滅や11月の中間選挙での投票を訴えた。オスカー女優ナタリー・ポートマンさん(36)は市庁舎前を埋め尽くした群衆に「皆さんのおかげで、革命がうねりになっている」と呼びかけた。昨年のアカデミー賞で助演女優賞に輝いた黒人女優のビオラ・デービスさん(52)は自分もセクハラ被害者だと明かし、「性的暴行や貧困によるトラウマが今もあり、それが私を投票所に向かわせる」と述べた。大学生のアナ・カーターさん(18)は「有名人が声を上げ、勇気づけられている。女性や人権を軽視するトランプは米国を代表していない。私たちは抵抗を示すため、投票に行くことが重要だ」と語った。

 「もうたくさんだ」などのプラカードを掲げた市民が行進したニューヨーク市では、女性ら約200人が行進後、女性の政界進出を支援するNGOのイベントに参加した。中間選挙で連邦下院議員選に出馬するニュージャージー州在住のリンゼイ・ブラウンさん(29)は「『トランプ党』となった共和党を変えたい」と話した。

 中間選挙に出馬する女性の候補者数は前回2016年選挙の約2倍に増えるとみられる。NGOの広報担当によると、出馬を決意した女性の4割がアンケート調査にトランプ氏当選が「転換点」になったと答えているという。

都心、最大10センチ降雪も…22日「南岸低気圧」接近 気象庁、警戒呼びかけ

 首都圏に大雪をもたらす「南岸低気圧」の接近で、気象庁は21日、22日から23日にかけて東京都心で最大10センチの降雪があるとの予想を明らかにした。同庁は22日夕方の帰宅ラッシュへの影響や23日朝の路面凍結などに十分警戒するよう呼びかけた。

 気象庁によると、前線を伴った低気圧が22日朝から23日夜にかけて本州南岸を沿うように九州から関東の南沖へ進むと予想。一方、上空1500メートル付近には雪の目安となるマイナス3度の寒気が関東南部にまで南下する。

 このため、太平洋側では山沿いを中心に広い範囲で雪となる見込み。23日正午までの24時間予想降雪量は多い場所で東北太平洋側で20~40センチ、関東甲信で20~50センチ、関東平野部で10~40センチ、東京都心でも5~10センチとなっている。

 気象庁は、22日夜は早めに帰宅するなど時間に余裕を持って行動するよう呼びかけている。担当者は「気温が予想より低くなった場合には沿岸部での降雪量が増える。普段、雪が少ない東京23区で大雪になれば大きな影響が出る恐れもある」としている。

 また、低気圧の通過後は西高東低の冬型気圧配置が強まり、北日本から西日本の日本海側では今月末にかけて、かなり降雪量が増える恐れがあるという。

 冬に本州南岸を通過する南岸低気圧は、これまでも首都圏に大雪をもたらしている。平成26年2月14、15日には東京都心で最大27センチの積雪深を記録。甲府市では114センチと記録的な大雪となり、各地で車が立ち往生するなど大きな混乱が生じた。

評論家・西部邁さん死去、多摩川で自殺か 78歳…遺書のような文書も

 21日午前6時40分ごろ、東京都大田区の多摩川河川敷で、「男性が川に飛び込んだようだ」と110番通報があった。駆けつけた警視庁田園調布署が男性を救助し、病院に搬送したものの、まもなく死亡が確認された。死亡したのは評論家の西部邁(すすむ)さん(78)で目撃情報などから自殺とみられ、同署で当時の状況を調べている。

 同署によると、西部さんに着衣の乱れや目立った外傷などはなく、付近では遺書のような文書も見つかった。

 西部さんが21日未明から行方不明になっており、同居していた家族が探していたところ、多摩川に流されている西部さんを発見したという。

 現場は東急東横線多摩川駅から西に約600メートルの野球のグラウンドやサッカー場などがある河川敷近く。

Small-town budgets hurting from loss of mini Walmarts

LUTHER, Okla. (AP) — Luther sold its youth football field to Walmart about three years ago so that the company could build one of its Express stores, using the money from the sale and the new tax revenue to pay off the roughly $200,000 in debt that resulted from an embezzlement scandal involving the former town treasurer.

The store opened in May 2015 and closed only eight months later when Walmart pulled the plug on its Express experiment, shuttering all 102 of the smaller stores it had opened in mostly Southern and Midwestern towns to compete with dollar stores. Although many locations were taken over by Dollar General, the tax collections just don't measure up even though the Dollar General stores offer many of the same products, but not a pharmacy.

Tax collections in Luther, a town of about 1,600 on the outskirts of Oklahoma City, rose by $12,000 to $16,000 per month while the Express store was open, said City Manager Scherrie Pidcock. Since Dollar General opened in the larger building, the town's monthly revenue has recovered about two-thirds of the amount it was collecting with the Walmart Express, Pidcock said.

Luther has tried to pinch pennies any way it can. When its lone paid firefighter — the chief — quit the otherwise all-volunteer department in July, he was replaced by a volunteer, saving the town his roughly $2,800 a month salary. Mayor Jenni White, who took office a few months after the Walmart Express closed, said Luther had to put off buying two new police cars.

"We're just trying to go slowly, moving forward and not overspend the budget," White said. "It's what do we need, not what do we want."

Walmart closed its Express locations because of the demand of customers, who wanted more than the 12,000-square-foot stores could offer, according to Anne Hatfield, a spokeswoman for the Bentonville, Arkansas-based company.

"What we learned from the Express stores was that our customers still wanted to shop at the supercenters," Hatfield said. "The customers ... were travelling to the other (supercenter) stores," which, at an average of 187,000-square-feet, sell a full range of groceries, clothing, household and sporting goods, and basic automotive services.

In most of the towns where Dollar General took over the Express locations, it closed an existing smaller Dollar General store and employs about half the 30 workers the Walmart Expresses did.

Dollar General also simply doesn't generate the level of business of Walmart, said Craig Johnson, president of Customer Growth Partners, a retail consulting and research firm.

"Reason number one, Walmart was selling fresh," Johnson said, referring to produce and meats. "Dollar General ... I just don't think they do a good job on it" by displaying items that do not always "appear" fresh, Johnson said.

The disappearance of the Walmart Express pharmacy, which in many towns were the only pharmacies, has also played a role by reducing the number of customers entering the Dollar General stores.

"The pharmacy ... made customers come to the stores to fill purchases," Johnson said. "There's less people visiting store, and mathematically if there's less people in the store, there are less purchases being made," of various other items.

In Nettleton, Mississippi, a town of roughly 2,000 people about 100 miles southeast of Memphis, Tennessee, Mayor Mem Riley said the closing of the Walmart Express about 13 months after it opened cost the town about $24,000 a year in sales tax revenue, forcing the town to shelve its plan to improve its water and sewer services and parks.

"We had plans of doing infrastructure repair. We had those hopes, and then 'bam' it all disappears," Riley said.

In Luther, the youth football league now plays on the high school field, but instead of paying $1 per year rent to the city, the cost is $100 per game day, or about $500 per year, and the youth program no longer receives revenue from concession sales, a loss of about $1,200 each game day, according to Brian Wilson, president of the Little League Youth Football Association.

Birlene Langley, who was Luther's mayor when Walmart came knocking, said Walmart saved the town financially after it was discovered the town treasurer had failed to pay payroll taxes and was embezzling funds, a charge to which the former treasurer eventually pleaded guilty.

 

"The Walmart is what kept this town from going under," Langley said. "With Walmart, that was the best thing that ever happened to Luther. ... And then they just up and left."

Stung by company's departure, Langley said she vowed to never enter a Walmart again. But she now shops at a supercenter on Interstate 35 in Edmond, about 15 miles (24 kilometers) from Luther.

"Of course I said I'd never walk in one," after the store closed. "But there it is, right there on I-35, it's convenient," Langley said.

In an appalling incident from Uttar Pradesh's Saharanpur district, cops on night patrol were caught on camera refusing to help two accident victims lying in pool of blood to 'avoid blood stains in car'.

The police officials can be heard asking the people to 'hold on', when they were trying to lift the boys off the road.

Reportedly, the two youths were riding a motorbike when they met with an accident.

The video shows, a man wailing and asking for help, but the cops refuse to carry the bloodied bodies in their car.

One of the bystanders helping the accident victims is heard saying, "Sir, your car will get washed but please open the door."

To this, reportedly, a cop said, "Where will we sit, if the car goes for a wash?"

The onlookers then hail an auto to take the boys to the hospital, where the two were declared dead.
