Missile Test Fail: U.S. Unable to Shoot Down Incoming Test Projectile from Hawaii

The U.S. military was unable to shoot down an incoming dummy missile in a test carried out on Wednesday, an official said.

The official, speaking on the condition of anonymity, told Reuters that an SM-3 Block IIA missile launched from an Aegis Ashore test site in Hawaii failed to hit another missile fired from an aircraft.

The unsuccessful attempt comes amid heightened fears over North Korea's developing nuclear program.

The official said it was still unclear why the test failed, adding that a full analysis of the experiment is still underway.

Developed by defense contractor Raytheon Co, the missile that was used is meant to reduce the threat posed by intermediate range missiles.

The Missile Defense Agency did not immediately respond to a request for comment. However, it did confirm to Reuters that a test had taken place. 

"The Missile Defense Agency and U.S. Navy sailors manning the Aegis Ashore Missile Defense Test Complex conducted a live-fire missile flight test using a Standard-Missile (SM)-3 Block IIA missile launched from the Pacific Missile Range Facility, Kauai, Hawaii, Wednesday morning," Mark Wright, a spokesman for the agency, said.

An earlier test to see if the military could intercept a missile also failed last June, Reuters reported. However, there was a successful test in early 2017.

In his first State of the Union address on Tuesday, President Donald Trump warned Americans that North Korea's developing nuclear missile program could "very soon threaten our homeland" and vowed to take strong measures to prevent that from happening. 

"No regime has oppressed its own citizens more totally or brutally than the cruel dictatorship in North Korea. North Korea's reckless pursuit of nuclear missiles could very soon threaten our homeland," Trump said during the speech. "We are waging a campaign of maximum pressure to prevent that from happening."

Threats exchanged online between Trump and North Korean leader Kim Jong-Un have increased tensions between the two countries, with North Korea ramping up its missile launches, with some flying over Japanese territory.

Japan recently made the decision to expand its ballistic missile defense system, with the U.S. approving the $133 million sale of anti-ballistic missiles to the country earlier this year to help it defend itself from the growing North Korean threat.

Once sacred, FBI becomes unlikely target of Republican fury

WASHINGTON (AP) -- It's rare to see the law-and-order Republican Party attack America's top law enforcement agency, which traditionally has drawn more ire from civil rights-minded Democrats.

But as special counsel Robert Mueller's Russia investigation intensifies, President Donald Trump and his GOP supporters have unleashed their fury on the FBI and Justice Department, institutions they once held sacred.

They point to what they see as a number of anti-Trump biases. Democrats say it's an effort intended to undermine Mueller's investigation into possible obstruction of justice and Trump campaign ties to election meddling by Moscow.

A look at the Republican grievances and how Democrats have rushed to defend the FBI and Justice Department:

THE CLASSIFIED MEMO

Republicans claim the FBI and Justice Department used false grounds to conduct surveillance as part of the Russia investigation. A classified memo prepared by Republicans on the House Intelligence Committee tries to make that case. The committee chairman is Rep. Devin Nunes, R-Calif., is a close Trump ally.

Committee Republicans, who hold a majority, voted this week to release the memo. That was unusual move because the committee usually goes out of its way to protect classified information.

Democrats say the memo is a selectively edited group of Republican talking points aimed at sidetracking the committee's own investigation into Russian meddling. They have prepared their own memo in response, but Republicans voted to block its immediate public release.

Trump has signaled that he wants to release the Republican document. The Justice Department is urging him not to do so, a further point of contention with congressional Republicans. On Wednesday, the FBI released its first public statement on the issue, saying it has "grave concerns about material omissions of fact that fundamentally impact the memo's accuracy."

THE TEXT MESSAGES

The Justice Department has been turning over to Congress thousands of text messages involving an FBI agent who was removed from Mueller's team following the discovery of derogatory comments about Trump. The communications surfaced during a watchdog's inquiry into the FBI's handling of the Hillary Clinton email investigation.

Many of the texts between the agent, Peter Strzok, and an FBI lawyer, Lisa Page, included their observations of the 2016 election and sometimes colorful opinions of Trump, Clinton and other politicians. Strzok also worked on the Clinton email case; Page left Mueller's team before the texts were discovered.

Some Republicans have seized on the communications as proof that the FBI is anti-Trump and Mueller's probe is tainted. FBI Director Christopher Wray has denied that.

HILLARY CLINTON EMAIL

The most pronounced and long-lasting grievance took root in the summer of 2016, when then-FBI Director James Comey announced his determination that Clinton should not face criminal charges in connection with her use of a private email server.

For the majority of his extraordinary public statement at FBI headquarters, Comey appeared to be laying out a case for prosecution on charges of mishandling classified information. He criticized Clinton and her aides for being "extremely careless" with sensitive material. Comey also said that contrary to Clinton's repeated public assertions, dozens of email chains reviewed by agents contained classified information at the time they were sent and received.

Yet at the end of his announcement, Comey contended that "no reasonable prosecutor" would bring such a case in part because there was no evidence that anyone involved had intended to break the law.

The decision infuriated Republicans, not least because Comey appeared to substitute his own judgment in place of that of career prosecutors ultimately tasked with deciding whether charges were merited. Republicans were further angered because the statute that Comey cited did not require criminal intent, even though Comey said the Justice Department had historically required it for prosecution.

Several developments involving senior career FBI and Justice Department officials — among them, Attorney General Loretta Lynch's impromptu airport tarmac meeting with Bill Clinton, and campaign contributions from a Clinton ally that flowed to the wife of FBI Deputy Andrew McCabe — only fueled Republican suspicion that Clinton was afforded special treatment.

仏ボルドーのワイン、霜害で生産量4割減 戦後最低に

【AFP=時事】フランス最大のワイン産地、ボルドー(Bordeaux)の2017年のワイン生産量は、深刻な霜害の影響で前年比40%の減産となった。一方、品質は上々だという。

 ボルドーワイン委員会(Bordeaux Wine Council)は1月31日、「2017年の総収量は3億5000万リットルで、2016年比40%減だった」と発表した。最も被害が深刻だったのはサンテミリオン(Saint Emilion)のブドウ畑だという。

 ボルドーでは収量が80~90%落ちたシャトー(ワイン醸造所)があった一方、全く被害を受けなかったシャトーもあったという。最終的な収量は2月に発表されるが、2017年は1945年以来最低となる見通しだ。

 2017年は3月の気温が例年より暖かく、早々とブドウの新芽が出たが、4月末になって2度も遅霜が降り、まだ弱々しかった新芽に壊滅的な打撃を与えた。ボルドーのブドウ農家では、畑にドラム缶を設置して火をたくなどの対策を取ったところもあった。

 主に白ワイン用ブドウを生産している北東部アルザス(Alsace)も霜害の影響を受けた。一方、南仏は異例の猛暑に続いて干ばつに見舞われた。

佐賀城本丸に謎の地下階段 設計図に記載なし

 佐賀城本丸歴史館と佐賀県文化財課は31日、佐賀市城内の佐賀城本丸跡の発掘調査で、差図(設計図)に描かれていない遺構が見つかったと発表した。地下に続く階段が新たに確認され、水場や抜け穴などだった可能性がある。本丸御殿は佐賀藩10代藩主の鍋島直正によって江戸時代末期に再建されており、県文化財課は「本来の姿を知るための重要な手がかりになる」とみている。

 敷地の南東側で調査を進めていたところ、女性の居住空間に当たる「奥」と呼ばれた場所で、砂岩でできた6段分の階段が地下に伸びているのが見つかった。当時の地表から1・1メートルほど下るつくりで、水場や抜け穴、貯蔵庫、避難所などさまざまな用途が考えられるという。来年度に詳しく調べる。

 県文化財課の渕ノ上隆介主査は「設計図は建物だけが描かれ、地下や水路は読み取れない。当時から、地下の構造まで加味した設計が実施されていたことが分かった」と話す。

 調査では、佐賀平野の軟弱地盤に柱を据えるための「蝋燭地業(ろうそくじぎょう)」や「赤石積み地業」と呼ばれる基礎工法が採用されていることも明らかになった。「御側使(おそばづかい)」や「碁役(ごやく)」など役職名とみられる文字を書いた陶磁器も多数見つかった。

 遺構を保存するために現場は埋め戻す。その前の2月3日に現地説明会を開く。問い合わせは本丸歴史館、電話0952(41)7550。

コインチェックを集団提訴へ 仮想通貨引き渡しなど求め

 仮想通貨取引所「コインチェック」(東京)から巨額の仮想通貨NEM(ネム)が流出した問題で、被害対策弁護団は1日、同社を相手取り、現金の払い戻しや仮想通貨の引き渡しを求める訴えを2月中旬にも東京地裁に起こすと発表した。原告は数十人に上る見込みで、更に増えれば順次、追加提訴する方針。

 弁護団長の北周士(かねひと)弁護士によると、被害額が百数十万円に上る原告もいるという。「26万人分が流出しているので、原告団の数や請求額もかなりの規模になる可能性がある」と話す。同社は被害補償を発表しており、対応を注視していくという。

 弁護団の結成は1月30日。公式サイト(http://www.ccbengo.jp/)を立ち上げたほか、電話(03・6380・0667)で相談も受け付ける。

<成長戦略>4割に遅れ 未来投資会議が17年度報告書了承

 政府は1日、成長戦略の司令塔となる「未来投資会議」(議長・安倍晋三首相)の会合を首相官邸で開き、2016年に策定した成長戦略の主要施策のうち、4割は数値目標達成に向けた進捗(しんちょく)が遅れているとの内容を盛り込んだ17年度報告書を了承した。茂木敏充経済再生担当相は1日の記者会見で「足踏みしている項目については、足りない理由を分析して成長戦略の実行を加速したい」と述べた。

 16年に閣議決定した「日本再興戦略2016」の主要施策に設定された数値目標の進捗状況を示した。計134の目標のうち計60が目標年次に向けて順調に実績を積み上げた。このうち、訪日外国人旅行者を「20年に4000万人」とする目標では、17年は推計で2869万人と達成ペースを85万人上回った。

 一方、計54の施策は目標達成ペースを下回った。意欲的な農業生産者が利用する農地の割合を「23年に8割」とする目標では、16年度末時点で54%と達成ペースの58%に届かなかった。また、成長産業に人材が集まりやすくする目的で設定した「転職率を18年に9%」との目標は、16年は8%と、目標達成に必要な水準を0.9ポイント下回った。

 会議では18年度実施計画も了承した。昨年12月に閣議決定した「新しい政策パッケージ」を実施するための税・財政・規制緩和措置が盛り込まれた。政府は計画に基づき、今国会に働き方改革関連法案など計60の成長戦略関連法案を提出する。【中井正裕】

<気象庁>東京23区も積雪の恐れ 2日昼にかけ

 気象庁は1日、前線を伴った低気圧が発達しながら日本の南側を通過する影響で、1日深夜から2日昼ごろにかけ、関東甲信や東海の山地で大雪が降る恐れがあると発表した。東京23区でも積雪の可能性があり、路面の凍結や交通の乱れに注意を呼びかけている。

 2日午後6時までの24時間予想降雪量は多いところで、甲信25センチ▽関東北部山沿い20センチ▽関東平野部10センチ▽岐阜、静岡両県の山地10センチ▽東京23区5センチ--。

 大雪の予報を受け、2日午前に東京・羽田空港を発着する国内線の一部で欠航が決まった。また中日本高速道路は、中央自動車道や東名・新東名高速道路など関東甲信の高速道路が通行止めになる可能性があるとして、利用を控えるよう呼びかけている。【奥山はるな】

Twitter now says 1.4 million people interacted with Russian trolls during 2016 presidential campaign
Twitter has now updated the number of people engaging with Russian trolls during the 2016 presidential campaign to 1.4 million.

Twitter has now updated the number of people engaging with Russian trolls during the 2016 presidential campaign to 1.4 million. That's more than double the initial 677,775 Twitter originally said had seen, followed or retweeted one of these accounts earlier this month.

The new number reflects those who may have also replied to or @ mentioned these accounts.

"We have expanded the number of people notified about interactions with Twitter accounts potentially connected to a propaganda effort by a Russian government-linked organization known as the Internet Research Agency," Twitter said in the update. "Our goal in providing these notifications is to advance public awareness of and engagement with the important issues raised in our blog post, and provide greater transparency to our account holders and the public."

Twitter also said it would only notify these people of certain interactions but that it would not be notifying everyone who ever saw one of these accounts on its platform.

However, Twitter also noted it may notify more people in the future. "As our review continues, we may also email additional users," Twitter said. "If and when we do so, we will do our best to keep the public updated."

The total number of Russian-linked troll accounts, as we reported earlier in January, is over 50,000, of which 3,800 were thought to be from the Internet Research Agency (IRA).

The IRA is a Russian company with Kremlin ties that has been exposed as organizing purposeful disinformation campaigns in the U.S. and elsewhere -- including attempting to influence the 2016 presidential election.

The news furthers the perception that social media platforms like Twitter and Facebook, which has acknowledged its own Russian troll army problems during the election, are not making enough of an effort to shutter disinformation campaigns that have contributed to swaying the voting public.

Further -- and despite a promise of more transparency -- the notification seems to have added to the confusion. Ars Technica's Cyrus Farivar, who was sent one of the notification emails lamented that Twitter didn't name names. "What exactly am I supposed to do with this email?," Farivar asked.

We have expanded the number of people notified about interactions with Twitter accounts potentially connected to a propaganda effort by a Russian government-linked organization known as the Internet Research Agency. Our notice efforts are focused on certain types of interactions, and they will not encompass every person that ever saw this content. Our goal in providing these notifications is to advance public awareness of and engagement with the important issues raised in our blog post, and provide greater transparency to our account holders and the public.

We have now sent notices to Twitter users with an active email address who our records indicate are based in the US and fall into at least one of the following categories:

  • People who directly engaged during the election period with the 3,814 IRA-linked accounts we identified, either by Retweeting, quoting, replying to, mentioning, or liking those accounts or content created by those accounts;
  • People who were actively following one of the identified IRA-linked accounts at the time those accounts were suspended; and
  • People who opt out of receiving most email updates from Twitter and would not have received our initial notice based on their email settings.

Approximately 1.4 million people have now received a notification from Twitter. We will be sending a short survey to a small group of people who received our notification to gain feedback on this process. As our review continues, we may also email additional users. If and when we do so, we will do our best to keep the public updated.
